Peter Ho Win, MD
Dr. Win received his medical degree from the University of Southern California School of Medicine. He did his internship in medicine at UCLA-Olive View Medical Center. Subsequently, Dr. Win completed his ophthalmology residency at the renowned Mayo Clinic. Finally, Dr. Peter Win accomplished his vitreo-retinal surgical training at the prestigious UCLA Jules Stein Eye Institute.
Dr. Win has done research and published in multiple journals in the areas of diabetic retinopathy, age-related macular degeneration, vitrectomy, and intraocular tumors. Dr. Peter Win has been honored with numerous awards. He was the outstanding Resident of The Year at the Mayo Clinic, the Rosalind Alcott Fellow in vitreo-retinal surgery at Jules Stein Eye Institute, the Fellow of The Year in Jules Stein Eye Institute, and the recipient of the prestigious Governor Award from Gov. Arnold Schwarzenegger. Dr. Peter Ho Win founded the Win Retina practice because he had a vision of how his expertise can improve the quality of life for his patients. His mission is to deliver the utmost care for patients through his knowledge and compassion, while using cutting edge technology, treatment, and research. Dr. Win specializes in the treatment of diabetic retinopathy, age-related macular degeneration, retinal vein occlusion, retinal detachment, and uveitis. Currently, Dr. Peter Ho Win is also an assistant instructor at UCLA-Olive View Medical Center. He enjoys teaching residents and fellows the clinical and surgical aspects of ophthalmology and retina. Dr. Win is a Diplomat of the American Board of Ophthalmology, and is a member of the American Academy of Ophthalmology and Association for research in Vision and Ophthalmology.

Heather Chang, MD
Dr. Chang graduated from UCSD School of Medicine and completed ophthalmology residency training at UCLA Jules Stein Eye Institute. Later, she completed a fellowship in vitreoretinal surgery at Loma Linda University. She has published papers in medical journals and specializes in the surgical and medical treatment of disorders of the retina and vitreous including retinal tear and detachment, macular holes, diabetic retinopathy, macular degeneration and retinal vascular disorders.
Dr Chang is board certified and is a member of the American Academy of Ophthalmology and American Society of Retina Specialists. She is dedicated to providing compassionate and knowledgeable care to patients.
She enjoys spending time with her family, baking and taking care of her dogs.

Alan Fong, MD
Dr. Fong received his medical degree from the Albert Einstein College of Medicine in New York City. He then completed his internal medicine internship at the University of California Irvine Medical Center. Following this, Dr. Fong completed his ophthalmology residency at SUNY Stony Brook in Long Island, New York where he also served as Chief Resident.
For his medical retinal fellowship, Dr. Alan Fong had the privilege of training at the prestigious Bascom Palmer Eye Institute in Miami, Florida. Dr. Fong has performed research and published posters at multiple national ophthalmology conferences, helping to advance the field with research into the newest imaging techniques and medical treatments.
His goal is to provide the most advanced therapy available, and specializes in treating diabetic retinopathy, age related macular degeneration, and vascular occlusions. He desires to create a partnership with his patients, educating and involving them in their treatment plan. Dr. Fong is a Diplomat of the American Board of Ophthalmology. In his free time, Dr. Fong enjoys exercising, traveling, reading and binge watching TV shows with his wife.
Svetlana Pilyugina, MD
Svetlana Pilyugina, M.D. is a Fellowship-trained, board-certified Retina Specialist, who is fluent in English, Spanish, and Russian. Known to most as “Dr. P.”, she has a well-earned reputation of providing compassionate and personalized care to her patients and their families.
Dr. P’s vast experience and unique background is a “great example of achieving the
American dream” says Dr. Kerry Assil. At the age of 16, Dr. P. moved on her own from Ukraine to the United States. Here, she taught herself English, completed her undergraduate degree with highest Summa Cum Laude honors, and went on to earn her Medical Degree from Stanford University. She continued her training at Stanford Medical Center for Ophthalmology residency, followed by a specialized two-year retina-vitreous surgical fellowship at the University of California at San Diego. She has been practicing in Los Angeles since 2009.
Dr. P. is a skilled clinician and surgeon specializing in the treatment of retinal detachment, macular degeneration, diabetic retinopathy, and macular disorders using the most current medical, surgical, and injectable advances. In her work she utilizes highly advanced retinal imaging and innovative laser technology, offering patients the most comfortable and precise detection and treatment of retinal conditions.
Dr. P. has an interest in research, participates in multiple clinical studies, and presents at national and international scientific meetings. She is an active member of the American Society of Retinal Specialists, Vit-Buckle Society, and currently serves as Chief Editor of New Retinal Physician.
On a personal note, Dr. P. is an athlete and an avid salsa dancer who has performed in dance musicals and competed in multiple dance championships. She enjoys the outdoors with her husband and two Rhodesian Ridgebacks, Titus and Athena.
